TO HELP AND EDUCATE CHILDREN AND YOUNG PEOPLE UNDER THE AGE OF 25 YEARS WHO ARE CONSIDERED TO BE IN SPECIAL NEED OF CARE AND ATTENTION BY REASON OF SICKNESS PHYSICAL OF MENTAL DISABLEMENT POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES SO AS TO DEVELOP THEIR PHYSICAL AND MENTAL CAPACITIES THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
