TO ADVANCE THE MUSICAL EDUCATION OF YOUNG PERSONS UNDER THE AGE OF 25 WHO ARE ORDINARILY RESIDENT OR WHO RECEIVE THEIR EDUCATION WITHIN THE BOROUGH OF KNOWSLEY BY THE PROVISION OF FINANCIAL ASSISTANCE, FACILITIES AND AMENITIES NOT NORMALLY PROVIDED BY THE LOCAL EDUCATION AUTHORITY.
