DOGS IN SAL, CAPE VERDE, AND, IN PARTICULAR, TO PROVIDE NEUTERING TO REDUCE THE POPULATION OF FREE ROAMING DOGS AND CATS AND FOR CARE AND TREATMENT OF SUCH ANIMALS. FURTHERMORE TO HELP RELIEVE THE SUFFERING OF THE ISLANDS RESIDENTS AND THEIR PETS BY PROVIDING CARE PACKAGES AND NEUTERING.
