THE RELIEF OF FINANCIAL HARDSHIP BY THE PROVISION OF FREE AND SUBSIDISED COUNSELLING TALKING THERAPY AND OTHER SIMILAR AND RELATED SUPPORT MECHANISMS TO SUCH PERSONS WHO, THROUGH LACK OF MEANS OR SHORTAGE OF AVAILABILITY, WOULD OTHERWISE BE UNABLE TO OBTAIN SUCH SUPPORT.
