TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE PERSONS FOR WHOM SUCH FACILITIES ARE PRIMARILY INTENDED. 3. TO ADVANCE THE STUDY AND PRACTICE OF THE ARTS AND TO ENCOURAGE THE STUDY OF THE FINE ARTS.
