TO FURTHER THE ADVANCEMENT OF EDUCATION TO THE END THAT ALL ADULTS AND IN PARTICULAR BLACK PEOPLE AND THEIR FAMILIES IN THE AREA OF BENEFIT MAY HAVE FULL OPPORTUNITIES OF THE EDUCATION NEEDED FOR THEIR COMPLETE INDIVIDUAL AND SOCIAL DEVELOPMENT. AREA OF BENEFIT SHALL BE THE COUNTY OF MERSEYSIDE WITH SPECIAL REFERENCE TO THE INNER AREAS OF THE CITY OF LIVERPOOL.
