TO PROMOTE THE CARE, WELFARE AND TREATMENT OF MENTALLY HANDICAPPED PERSONS RESIDENT IN SOUTH TYNESIDE AND IN PARTICULAR TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECTS OF IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONS.
