B) WORKING IN PARTNERSHIP TO SHAPE AND MONITOR THE DEVELOPMENT OF LOCAL SERVICES SO THAT THEY ENHANCE THE EXPERIENCE AND OPPORTUNITIES FOR YOUNG PEOPLE.
