TO RELIEVE DISABLED ADULTS AGED 18 AND OVER WITHIN THE AREA OF BENEFIT, BY THE PROVISION OF FACILITIES, IN THE INTERESTS OF SOCIAL WELFARE, FOR THE EDUCATION, RECREATION AND LEISURE TIME OCCUPATION OF SUCH PERSONS, WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
