THE PURPOSE OF THIS CLAUSE, 'DISADVANTAGED' MEANS LACKING THE INDEPENDENT CAPACITY TO OBTAIN THESE SERVICES DUE TO POVERTY, ETHNICITY, LEARNING DISABILITY OR SIMILAR CONSTRAINT.
