THE PROVISION AND MAINTENANCE OF A WELFARE INSTITUTE FOR THE BENEFIT OF THE INHABITANTS OF THE BENEFICIAL AREA AND IN PARTICULAR BUT NOT EXCLUSIVELY SUCH OF THE SAID INHABITANTS AS ARE MEMBERS OF THE MINING COMMUNITY, WITHOUT DISTINCTION OF POLITICAL, RELIGIOUS OR OTHER OPINIONS INCLUDING USE FOR MEETING, LECTURES AND CLASSES AND FOR OTHER FORMS OF RECREATION AND LEISURE-TIME OCCUPATION.
