(1) FOR THE PUBLIC BENEFIT, ADVANCE THE EDUCATION OF THE PEOPLE OF THE COUNTY OF DURHAM. (2) TO DEVELOP THE CAPACITY AND SKILLS OF THE ECONOMICALLY OR SOCIALLY DISADVANTAGED COMMUNITIES OF COUNTY DURHAM IN SUCH A WAY THAT THEY ARE BETTER ABLE TO IDENTIFY, AND HELP MEET, THEIR NEEDS AND TO PARTICIPATE MORE FULLY IN SOCIETY.
