THE RELIEF OF FINANCIAL HARDSHIP AMONG PEOPLE LIVING OR WORKING IN NORTHUMBERLAND BY PROVIDING SUCH PERSONS WITH GOODS WHICH THEY COULD NOT OTHERWISE AFFORD THROUGH LACK OF MEANS. FOR THE BENEFIT OF THE PUBLIC TO PREVENT OR RELIEVE THE SUFFERING OF ANIMALS AND, IN PARTICULAR, TO PROVIDE SUBSISTENCE AND NOURISHMENT FOR SUCH ANIMALS, WHO WOULD OTHERWISE FACE NEGLECT AS A CONSEQUENCE OF POVERTY OR FINANCIAL HARDSHIP OF THEIR OWNERS.
