THE PROMOTION OF PUBLIC HEALTH, 2. THE PROMOTION OF THE CONSERVATION AND PROTECTION OF THE ENVIRONMENT, 3. THE PROMOTION OF PUBLIC SAFETY, PARTICULARLY ON THE HIGHWAYS, 4.
