THE RELIEF OF PERSONS WHO ARE IN CONDITION OF NEED OR DISTRESS BY REASON OF FINANCIAL HARDSHIP, AGE, ILL-HEALTH, DISABILITY OR SUCH OTHER ECONOMIC OR SOCIAL DISADVANTAGE. 1.3.
