IN EXCEPTIONAL CASES, AS DETERMINED BY THE TRUSTEES, THE RELIEF OF PERSONS WHO ARE IN NEED, HARDSHIP OR DISTRESS AND WHO ARE RESIDENT OUTSIDE THE AREA OF BENEFIT OR ONLY TEMPORARILY RESIDENT IN THE THE AREA OF BENEFIT.
