THE RELIEF OF UNEMPLOYMENT FOR THE BENEFIT OF THE PUBLIC IN SUCH WAYS AS MAY BE THOUGHT FIT, INCLUDING (WITHOUT LIMITATION) ASSISTANCE TO FIND EMPLOYMENT.
