TO BRING TOGETHER THE YOUNG PEOPLE OF THE DISTRICT TO DEVELOP THEIR SELF-RELIANCE AND INDIVIDUAL RESPONSIBILITY. 3. TO TRAIN MEMBERS TO PLAY THEIR FULL PART IN THE LIFE OF THE MOVEMENT AND OF THE COMMUNITY.
