1 (A) TO PROVIDE A RECREATION GROUND, VILLAGE HALL AND WELFARE INSTITUTE FOR THE BENEFIT OF THE INHABITANTS ( AND IN PARTICULAR, BUT NOT EXCLUSIVELY, SUCH OF THE SAID INHABITANTS AS ARE MEMBERS OF THE MINING COMMUNITY) OF THE AREA OF BENEFIT WITHOUT DISTINCTION OF POLITICAL, RELIGIOUS OR OTHER OPINIONS WITH OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS AND FOR THE PROVISION OF A YOUTH CENTRE FOR THE RECREATION UNDER 21 YEARS OF AGE WHO ARE RESIDENT IN THE SAID PARISH OR THE NEIGHBOURHOOD THEREOF.
