(1) THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION BY THE PROVISION OF ACTIVITIES AND FACILITIES FOR THE PLAYING OF FOOTBALL, CYCLING, RUNNING AND OTHER SUCH ACTIVITY THAT IS CAPABLE OF PROVIDING HEALTHY RECREATION FOR PUBLIC BENEFIT; (2) TO RELIEVE FINANCIAL HARDSHIP AMONG POOR PEOPLE, VICTIMS OF NATURAL DISASTERS AND OTHER PEOPLE IN FINANCIAL HARDSHIP, BY MEANS OF, BUT NOT EXCLUSIVELY, MAKING GRANTS FOR PROVIDING OR PAYING FOR ITEMS, EQUIPMENT, SERVICES AND FACILITIES, INCLUDING THE PROVISION OF FOOD AND OTHER BASIC NECESSITIES FOR THE BENEFIT OF THE SAID PERSONS.
