THE PROVISION AND MAINTENANCE OF AN OPEN SPACE AND RECREATION GROUND FOR THE BENEFIT OF THE INHABITANTS OF THE URBAN DISTRICT OF ALDRIDGE-BROWNHILLS AND THE COUNTIES OF STAFFORD AND WARWICK AND SUBJECT THERETO OF ANY OTHER PERSONS WITHOUT DISTINCTION OF SEX, OR OF POLITICAL, RELIGIOUS OR OTHER OPINIONS, AND IN PARTICULAR FOR USE FOR SUCH OTHER FORMS OF RECREATION AND LEISURE-TIME OCCUPATION HAVING THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE BENEFICIARIES AS THE COUNCIL SHALL FROM TIME TO TIME THINK FIT.
