(II) THE RELIEF OF POVERTY OF YOUNG PEOPLE WITHIN KENT THROUGH THE PROVISION OF ASSISTANCE (INCLUDING FINANCIAL ASSISTANCE AND ENCOURAGEMENT WHILST THEIR EDUCATION IS BEING ADVANCE AS AFORESAID OR WHILS THEY ARE IN THE PROCESS OF ESTABLISHING NEW BUSINESS OR PREPARING FOR ENTERING UPON OR ENGAGED IN ANY PROFESSION TRADE OR CRAFT OR SERVICE.
