(2) TO ADVANCE THE EDUCATION OF THE PUBLIC IN THE SUBJECT OF ROAD SAFETY IN THE AREA OF BENEFIT, BY PROVIDING INFORMATION AND GUIDANCE ON ROAD EDUCATION, WHICH IS NOT OTHERWISE PROVIDED.
