Charitable objects
3.1 THE OBJECTS OF THE CIO ARE: (A) FOR THE PUBLIC BENEFIT, THE ADVANCEMENT OF HEALTH AND THE SAVING OF LIVES AMONG PERSONS SITUATED IN UKRAINE AND AFFECTED BY THE WAR THERE, IN PARTICULAR BY SUPPLYING THEM WITH MEDICAL OR PROTECTIVE EQUIPMENT. (B) FOR THE PUBLIC BENEFIT, THE PREVENTION OR RELIEF OF POVERTY AMONG PERSONS SITUATED IN UKRAINE, OR SEEKING REFUGE IN THE UK, AND AFFECTED BY THE WAR THERE, IN PARTICULAR BY SUPPLYING THEM WITH ITEMS OR SERVICES WHICH: (I) ARE NECESSARY IN LIGHT OF THEIR CIRCUMSTANCES, BUT WHICH (II) THEY ARE UNABLE THEMSELVES TO ACQUIRE. 3.2 THE PROVISIONS OF CLAUSE 3.1 SHALL BE CONSTRUED AS FOLLOWS: (A) ‘PERSONS … AFFECTED BY THE WAR’ MEANS PERSONS WHO ARE AT RISK OF SUFFERING DEATH, SERIOUS INJURY, A RECOGNISED MENTAL DISORDER, OR SEVERE DEPRIVATION AS A RESULT OF MILITARY ACTIONS TAKEN BY EITHER BELLIGERENT, OR WHO HAVE SUFFERED SUCH EFFECTS (SAVE DEATH); (B) ‘ITEMS’ MEANS CHATTELS; (C) ‘SERVICES’ INCLUDES RELEVANT MEDICAL OR PSYCHOLOGICAL SERVICES; (D) ITEMS OR SERVICES ARE ‘NECESSARY IN LIGHT OF [A PERSON’S] CIRCUMSTANCES’ IF THEY ARE A BASIC NECESSITY TO THAT PERSON, CONSIDERING THE CIRCUMSTANCES HE FINDS HIMSELF IN, AND MAY INCLUDE FOOD, CLOTHING, OR HEAT-PRESERVING OR SANITARY EQUIPMENT; AND (E) A PERSON MAY BE ‘UNABLE… TO ACQUIRE’ AN ITEM DUE TO: (I) INSUFFICIENT MEANS, OR (II) A SHORTAGE OF THE ITEM IN QUESTION.
