THE PROVISION AND MAINTENANCE OF A WELFARE INSTITUTE AND RECREATION GROUNDS FOR THE USE OF THE INHABITANTS OF THE COMMUNITY OF EBBW VALE AND THE NEIGHBOURHOOD AND IN PARTICULAR BUT NOT EXCLUSIVELY SUCH OF THE SAID INHABITANTS AS ARE MEMBERS OF THE MINING COMMUNITY, WITHOUT DISTINCTION OF POLITICAL, RELIGIOUS OR OTHER OPINIONS WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
