TO DEVELOP THE CAPACITY AND SKILLS OF THE MEMBERS OF THE SOCIALLY AND ECONOMICALLY DISADVANTAGED COMMUNITY OF HOMELESS PEOPLE IN SUCH A WAY THAT THEY ARE ABLE TO IDENTIFY, AND HELP MEET, THE NEEDS CREATED BY EXPERIENCING ADVERSE SOCIAL CONDITIONS.
