TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION OR OTHER LEISURE TIME OCCUPATION FOR THE PUBLIC IN THANET, KENT WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
