The Charity provides assistance towards the cost of education,or for specialist tools or equipment necessary to pursue a vocation, or to encourage or nurture a specific talent (ie musical instrument), for young people under 25 years old, living in the qualifying areas. Exceptional talent is encouraged and assistance is considered with courses that entail exceptional expenditure.

PROMOTING THE EDUCATION INCLUDING SOCIAL AND PHYSICAL TRAINING, OF PERSONS OF THE FOLLOWING CLASSES WHO ARE IN NEED OF FINANCIAL ASISTANCE IN THE FOLLOWING ORDER OF PRIORITY: A) PERSONS UNDER 21 YEARS OF AGE WHO ARE KINDRED OF JOHN MATTHEWS, THE FOUNDER OF THE CHARITY. B) PERSONS UNDER 21 YEARS OF AGE RESIDENT IN THE AREA COMPRISING THE COMMUNITIES OF CHIRK, LLANARMON-ON-YALE, LLANDEGLA, LLANGOLLEN RURAL AND LLANTYSILIO. C) PERSONS UNDER 25 YEARS OF AGE RESIDENT IN THE ARE COMPRISING THE DISTRICT OF GLYNDWR AND THE BOROUGH OF WREXHAM MAELOR, BOTH IN THE COUNTY OF CLWYD AND THE BOROUGH OF OSWESTRY IN THE COUNTY OF SHROPSHIRE.
