TO RELIEVE PEOPLE RESIDENT IN HOLYWELL TOWN AND THE COMMUNITY COUNCIL AREAS OF WHITFORD, LLANASA, MOSTYN, BAGILLT, BRYNFORD, PENTRE HALKYN AND THE SURROUNDING AREA, WHO ARE IN NEED BY VIRTUE OF THEIR AGE, DISABILITY OR INFIRMITY, BY THE PROVISION OF A PERSONAL TRANSPORT SERVICE FOR SUCH PEOPLE IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
