TO PROVIDE A MUSEUM OF SHIPPING IN THE CITY OF LIVERPOOL FOR THE PURPOSE OF EDUCATING THE PUBLIC IN THE HISTORY AND DEVELOPEMENT OF SHIPPING AND ITS EFFECT ON THE HISTORY AND ECONOMY OF THE SAID CITY AND ITS ENVIRONS. PROVIDED THAT IF AND IN SO FAR AS INCOME IS NOT REQUIRED FOR APPLICATION IN MANNER AFORESAID IT MAY BE APPLIED IN INCREASING AND ENHANCING THE COLLECTIONS AND EXHIBITIONS IN THE SAID MUSEUM.
