FOR THE PUBLIC BENEFIT, TO RELIEVE THE NEEDS OF THOSE IN THE KIRKLEES AREA WHO ARE HOMELESS, VICTIMS OF DOMESTIC ABUSE, OFFENDERS RELEASED FROM PRISON, THOSE AFFECTED BY PHYSICAL AND MENTAL HEALTH CONDITIONS, FINANCIAL HARDSHIP THROUGH THE PROVISION OF A BASIC MOBILE PHONE THAT THEY COULD NOT OTHERWISE AFFORD TO ENABLE THEM TO ACCESS ESSENTIAL SERVICES AND RESOURCES.
