THE PROVISION OF EDUCATION (WETHER MENTAL, PHYSICAL, TECHNICAL OR ARTISTIC) THE ADVANCEMENT OF SCIENCE, LEARNING, MUSIC OR OTHER ARTS IN SUCH MANNER AS THE CORPORATION OF BURNLEY SHALL AT ANY ONE OR MORE TIMES BY RESOLUTION OF THE COUNCIL DETERMINE FOR THE BENEFIT OF THE INHABITANTS OF BURNLEY.
