B) MAKING ARRANGMENTS TO ATTEND TO THE HEALTH OF CHILDREN ATTENDING A PUBLIC ELEMENTARY SCHOOL IN THE BENEFICIAL AREA, AND IN OTHERWISE PROMOTING THE EDUCATION, INCLUDING SOCIAL AND PHYSICAL TRAINING OF CHILDREN OF THE POORER CLASSES OF THE PARISH.
