FOR THE BENEFIT OF PERSONS WHO HAVE NOT ATTAINED THE AGE OF 25, WHO IN THE OPINION OF THE TRUSTEES ARE IN NEED OF FINANCIAL ASSISTANCE AND WHO ARE RESIDENT IN THE CITY OF HEREFORD AND WHO ARE PREPARING FOR ENTERING UPON OR ENGAGED IN ANY TRADE, OCCUPATION OR PROFESSION BY PROVIDING FINANCIAL ASSISTANCE, OUTFITS, CLOTHING, TOOLS, INSTRUMENTS OR BOOKS BY SUCH OTHER MEANS AS WILL FIT THEM TO EARN THEIR OWN LIVING OR ADVANCE THEM IN LIFE. (PREFERENCE TO BE GIVEN TO PERSONS RESIDENT WITHIN THE ANCIENT PARISH OF ALL SAINTS)
