1. IN PROVIDING OR ASSISTING IN PROVIDING AT SCHOOLS IN THE AREA OF THE FORMER URBAN DISTRICT OF DARTON SUCH SPECIAL BENEFITS OF ANY KIND NOT NORMALLY PROVIDED BY THE LOCAL EDUCATION AUTHORITY. 2. IN PROMOTING THE EDUCATION OF PERSONS UNDER THE AGE OF 25 YEARS WHO ARE RESIDENT IN THE AREA OF THE FORMER URBAN DISTRICT OF DARTON.
