TO PROVIDE A PERPETUAL CHALLENGE CUP TO BE AWARDED ANNUALLY TO SUCH CHILD OF EITHER SEX UNDER THE AGE OF 17 WHO SHALL BE DETERMINED TO HAVE PERFORMED THE MOST SIGNAL ACT OF COURAGE DURING THE PRECEDING YEAR AND TO PROVIDE THE WINNER WITH A SMALL REPLICA OR OTHER SOUVENIR.
