A) THE RELIEF OF MENTAL AND EMOTIONAL DISTRESS GENERALLY AND IN PARTICULAR BUT NOT SO AS TO LIMIT THE GENERALITY OF THE FOREGOING PROVIDING COUNSELLING SERVICES FOR PERSONS RESIDENT ON MERSEYSIDE SUFFERING FROM SUCH DISTRESS B) THE ADVANCEMENT OF EDUCATION OF COUNSELLORS WORKING IN EITHER PROFESSIONAL OR VOLUNTARY SETTINGS BY PROVIDING EDUCATION AND TRAINING WITH A VIEW TO RAISING THE STANDARDS OF COUNSELLING FOR THE BENEFIT OF THE COMMUNITY IN MERSEYSIDE AND IN PARTICULAR THOSE MEMBERS OF THAT COMMUNITY WHO ARE RECIPIENTS OF COUNSELLING
