TO PROMOTE THE BENEFIT OF THE PUBLIC IN THE AREA OF THE TOWNSHIP OF HEBDEN ROYD AND THE PARISHES OF BLACKSHAW, ERRINGDEN, HEPTONSTALL AND WADSWORTH WITHIN THE BOROUGH OF CALDERDALE, BY PROVIDING OR ASSISTING IN THE PROVISION, IN THE INTERESTS OF SOCIAL WELFARE, FOR RECREATION, AND IN PARTICULAR A SWIMMING POOL, FOR THE USE OF THE PUBLIC IN THE SAID AREA, WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
