TO PROVIDE IN THE INTEREST OF SOCIAL WELFARE A PUBLIC RECREATION GROUND AND PLAYING FIELD FOR USE OF THE INHABITANTS OF NEWTON BURGOLAND AND ITS NEIGHBOURHOOD AND TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
