TO ASSIST PERSONS WHETHER MALE OR FEMALE UNDER THE AGE OF TWENTY-ONE YEARS AS SHALL HAVE BEEN RESIDENT FOR A MINIMUM PERIOD OF SEVEN YEARS IN THE PUDSEY, FARSLEY OR CALVERLEY AREAS OF WEST YORKSHIRE OR WHOSE PARENTS OR GUARDIANS ARE RESIDENT IN THE PUDSEY AREA OR WHO ARE ATTENDING OR HAVE FOR NOT LESS THAN TWO YEARS ESTABLISHMENT IN THE PUDSEY AREA.
