TO PROVIDE OR ASSIST IN THE PROVISION OF OUTDOOR FACILITES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION LEISURE TIME AND EDUCATIONAL OCCUPATION FOR THE INHABITANTS OF THE COUNTY OF GREATER MANCHESTER AND ELSEWHERE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OR SUCH PERSONS.
