TO FACILITATE OR ENCOURAGE THE CONSTRUCTION OR IMPROVEMENT OF HOUSING ACCOMODATION FOR PERSONS IN NECESSITOUS CIRCUMSTANCES UPON TERMS APPROPRIATE TO THEIR MEANS IN A MANNER WHICH HELPS PROMOTE GOOD RACE RELATIONS AND WITH PARTICULAR EMPHASIS ON THE ELIMINATION OF DISCRIMINATION ON GROUNDS OF RACE AND THE ENCOURAGEMENT OF EQUALITY OF OPPORTUNITY BETWEEN PERSONS OF DIFFERENT RACIAL GROUPS IN THE PROVISION OF HOUSING.
