TO PROVIDE FOR THE INHABITANTS IN THE AREA OF BENEFIT IN THE INTERESTS OF SOCIAL WELFARE FACILITIES FOR RECREATION AND LEISURE TIME OCCUPATION FOR THE PURPOSE OF RELAXATION AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
