TO PROMOTE GOOD RELATIONS TO HELP ELIMINATE DISCRIMINATION ON GROUNDS OF RACE AND TO ENCOURAGE QUALITY OF OPPORTUNITY BETWEEN PERSONS OF CHINESE ORIGIN AND PERSONS OF OTHER RACIAL OR ETHNIC ORIGIN.
