FOR THE PUBLIC BENEFIT TO PROMOTE HIGH STANDARDS OF WRITING AND PARTICULARLY BUT NOT NECESSARILY POLITICAL WRITING IN THE ENGLISH LANGUAGE BY YOUNG JOURNALISTS UNDER THE AGE OF 35 BY THE MAKING OF AN AWARD OR AWARDS ON 31 DECEMBER EACH YEAR TO SUCH JOURNALIST OR JOURNALISTS WHOSE WORK HAS APPEARED IN ANY ENGLISH LANGUAGE JOURNAL DURING THE YEAR ENDED ON THAT DATE AND WHO HAS OR HAVE BEEN ADJUDGED THE MOST PROMISING JOURNALIST OR JOURNALISTS DURING THAT YEAR BY A PANEL OF JUDGES TO BE APPOINTED AS APPEARS HEREINAFTER SUCH AWARD OR AWARDS TO BE MADE FOR THE PURPOSE OF ENABLING THE RECIPIENT OR RECIPIENTS TO CONTRIBE TO EXCELLENCE IN JOURNALISM OR TO FURTHER HIS OR THEIR OWN EDUCATION.
