(A) TO REPAIR, RENOVATE, RESTORE, REBUILD, IMPROVE AND MAINTAIN IN GOOD REPAIR AND CONDITION AS A GUILDING OF LOCAL, HISTORICAL, SOCIAL AND ARCHITECTURAL INTEREST THE LAVENDER POND PUMPHOUSE, ROTHERHITHE IN THE LONDON BOROGH OF SOUTHWARK AND, SUBSIDIARY THERETO, LAVENDER POND AND THE ENVIRONS OF THE PUMPHOUSE FOR THE BENEFIT OF THE PUBLIC. (B) TO ESTABLISH THEREIN A CENTRE FOR THE ADVANCEMENT OF LEARNING AND EDUCATION AND FOR TEACHING YOUNG PEOPLE AND ADULTS THE NATURAL HISTORY, LOCAL HISTORY AND HERITAGE OF THE DOCKS NOW OR FORMERLY ADMINISTERED BY THE PORT OF LONDON AUTHORITY AND OF THE AREAS AND COMMUNITIES ASSOCIATED WITH SUCK DOCKS, HAVING PARTICULAR REGARD TO THE ADVANCEMENT OF EDUCATION AND LEARNING FOR THE BENEFIT OF THOSE WHO, BY CIRCUMSTANCES OF LIFE, OR PHYSICAL OR MENTAL HANDICAP, MIGHT OTHERWISE BE DISADVANTAGED, WITH THE OBJECT OF IMPROVING THEIR CONDITION OF LIFE.
