THE RELIEF OF POBERTY, SICKNESS AND DISTRESS AMONGST PERSONS WITHIN THE DISTRICT OF THE WEST DORSET HEALTH AUTHORITY IN THE COUNTY OF DORSET WHO ARE SUFFERING FROM MISUSE OR ADDICTION TO NARCOTIC DRUGS AND OTHER SIMILAR SUBSTANCES OR COMPONDS OF POTENTIAL OR SUSPECTED DANGER TO THE INDIVIDUAL AND THE COMMUNITY OR BOTH; THE PREVENTION OF SUCH MISUSE OR ADDICTION OR BOTH THROUGH THE PROVISION OF EDUCATION AND TRAINING FOR PROFESSIONALS OR VOLUNTEERS IN THE FIELD AND THE ADVANCEMENT OF THE EDUCATION OF THE PUBLIC IN THE DISTRICT ABOUT THE INCIDENCE AND EFFECTS ON SOCIETY OF THE USE AND ABUSE OF AND DEPENDENCE UPON SUCH SUBSTANCES.
