TO PROMOTE THE BENEFIT OF THE INHABITANTS OF THE CITY OF CARDIFF AND THE COUNTY OF SOUTH GLAMORGAN BY ASSOCIATING THE LOCAL AUTHORITIES, VOLUNTARY ORGANISATIONS AND THE INHABITANTS IN A COMMON EFFORT TO ADVANCE EDUCATION AND IN PARTICULAR IN THE ARTS AND IN THE INTERESTS OF SOCIAL WELFARE, TO PROVIDE FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION.
