PRIMARILY A) FOR THE BENEFIT OF THOSE IN NEED OF FINANCIAL ASSISTANCE WHO ARE OF THE JEWISH FAITH (AS DEFINED BY THE CHIEF RABBI OF THE UNITED HEBREW CONGREGATIONS OF THE COMMONWEALTH), AND ATTEND THE PORTSMOUTH AND SOUTHSEA HEBREW CONGREGATION;
AND, IN ADDITION, WHERE THE TRUSTEES CONSIDER IT IS REASONABLE TO DO SO,
B) FOR THE BENEFIT OF THOSE IN NEED OF FINANCIAL ASSISTANCE WHO ARE OF THE JEWISH FAITH (AS DEFINED BY THE CHIEF RABBI OF THE UNITED HEBREW CONGREGATIONS OF THE COMMONWEALTH).
