TO PROVIDE ALMSHOUSES TO POOR PERSONS OF GOOD CHARACTER WHO ARE RESIDENT IN THE AREA OF BENEFIT AT THE TIME OF THEIR APPOINTMENT. SURPLUS INCOME FOR THE BENEFIT OF POOR MEN IN THE COUNTY OF RUTLAND (FOR FURTHER DETAILS SEE CLAUSE 17 OF THE 1954 SCHEME.
